Sorry, missed the "neither".

Actually, though, the prisoner's dilemma is set up so that, for one play of
the game, it's better to be a victimizer (i.e., defect while the other
player cooperates). Life isn't so simple if there's an iterated prisoner's
dilemma.

Which is the point---by mutual cooperation, both sides can gain.
