FDR could have, at least, put himself in harm's way like Winston
Churchill. You didn't see Churchill fleeing London during the Blitz, did
you. And he went to North Africa while fighting was going on there.

FDR was safe in Washington behind an ocean.

Truman went to the Yalta conference sailing on a cruiser that was later
torpedoes, so he put himself in harm's way. He also was an aritllary
captain in the Great War.
