The tax itself solves nothing but in order to tax land one must define
property rights. George advocated a property right similar to what Coase
would argue almost a century later. That is a property right is the
right to take an action. Under the current system and George's system.
No ONE actually owns land. You own a bundle of rights to take authorized
actions. A land deed says you have the sole right to improve the land
and gain the produce from the land. It has you have the sole right to
extract things like water, oil, gold, or natural gas from beneath that
area of land. It does not say you own the land. Propery disputes are
easily settled by who has the deed. The deed gives the RIGHT TO USE THE
LAND not ownership.
