Rent is a form of reward for control of resources.
If the control is establish by way of productive effort
then what you say is minimally true. The questions
concerning the control of natural resources are moral
questions. For instance, does a person upstream
of a city's water reserves have a right to dam and divert
the flow of water away from the city?
