Few taxpayers will buy ten billion dollar airplanes or
coat racks (non-functional strategic missle defense
systems.) Individuals are more likely to buy pet rocks
and plastic trees.
Governments spend money differently than individuals.
I don't know why you would think that unknown. If
they spend money differently then the production mix
is different and the job mix is different.
