I am not sure of that. Let's see, what's the chained (2000 dollars)
income per capita in the US was $26,400. I don't think the few
thousands suggested by the original author would hurt most people.
Those who can't pay, due to low income, would have to be exempt.
Personally, I think it's dumb, because it is not related to what
people take from the resources of the society (consumption).
