There sort of are some islands, but marginal ones (and some that aren't
tropical). You might want to look up the Minerva Reef to see what happens
when somebody tries it - established states elbow them aside.

The nearest way I know of to fit between the cracks is one that the
scientologists tried a bit. They put a lot of their organisation on boats at
sea ("Sea Org"). I don't know how viable that would be if you tried it in
full, either physically or from outside interference. PML.
