Riggs Bank Back in the News

A Senior VP of the former Riggs Bank has been arrested for fraud. This
is the first arrest of this now defunct bank. The Bank has been
punished but now maybe we're getting around to the individuals.

Background: This is the sixth in a series of posts. I think it worth
following because the Riggs Bank mess is a good indicator of the status
