Hi,

Two problems here. Tsunami warning systems tend to give lots of false
alarms. The wave of a very large tsunami is quite low when in deep water,
and so is easy to mis-read.

And (partly as a result), when the alarm does sound, many people rush TO the
beach to "watch the waves""!!!

It would help just to build the parking UNDER large building near the beach
and elevate the first floor one story, supported by "stilts".
