Hi,
Sure a big enough wave could collapse any building. But my idea is that a
given wave hitting a solid structure or wall will exert a lot more force on
it than if it hits only a few solid posts, with most of the water passing
around the posts and flowing under the building.
This is the design used in some of the Mississippi flood plane dorms at the
UW-La Crosse. Several times in the past the river has flooded the parking
lots under the dorms, but not reached the levels where people live.
