Hi,
If you want to know the fraction "not employed" look at the "work force
participation rate" and it is 100 minus that.
France has both higher UNemployment and lower employment than the US. But
since the US must be made to look worse than France, the higher employment
rate must be turned into a negative. So the claim is that in the US more
family members "must work" to provide enough income to live.
