By what authority do we get to allow or not allow this? And who decides if
Bush's first election or gerrymandering in the US is legitimate?

If the US controls the UN then it is not the UN. And do you really think North
Korea would change much if it lost its vote in the General Assembly? It would
just reduce avenues of contact.
