Right. And I pointed out that the people you mentioned are not
entitled to practice their craft within New Orleans. Therefore, they
are not suffering in that sense.

The vast majority of it is for New Orleans.

They were designed to withstand Category 3 hurricanes. All indications
are that they met this design spec. Unfortunately, Katrina was a Cat 4
when she made landfall.
