What's tough about it? FX controls were commonplace up until the early
1980s. We had them in the UK during the dark days of the 1970s to
shore up the value of the then shaky Sterling. Loads of other
countries did the same. When you went abroad you couldn't take more
than 50 quid (IIRC) in cash with you to spend and currency smuggling
was a pretty serious offence. The abolition of exchange controls and
fully-floating currencies is a relatively new phenomenon.
