New Orleans: failure of economics science

New Orleans is short of housing for its refugees to return.
New Orleans is being cleaned up by Mexican immigrants.
New Orleans and Louisiana don't have money to rebuild.
Their tax collection is greatly reduced by the destruction.
Why not have a New New Orleans commission with broad
powers and unlimited money, well audited, to build a
world-famous model city on dry land?
Because the science of economics tells the politicians and
the people that we cannot afford it -- no money.
