I think you need to do a little research into what is known in the insurance
industry as "adverse selection". Your union health insurance company would
have to face the same restrictions at the state level that current insurance
companies face. The result would inevitably be that your union company would
end up being no different than any current insurance company. It all has to
do with the problem of "adverse selection".
