Nope. You can put a limit on  the maximum amount he can charge.
Private insurance companies do the same, they only don't tell you.

But the fact that you drove an older car don't kill you, don't take away
your family food and so on.

Anything else means that looters CEOs of Enron & others pay their own fair
share. Into a society that pay the Exxon CEO 1000 times more than a PhD
researcher it is ridiculous to ask for "fairness of taxation" how long
looting is the main mean of getting rich.

The fact that underqualified people are payed much better that hard working

Then you are just misguided by propaganda. 
Into a universal health care system I actually expect for small businesses
and self employed to pay less. The big businesses lose their bargain power.
But for a small business to just get rid of the fixed expenses with health
care you actually should be happy.

For this money you actually should be expected to pay less.
Bill Gates will pay for you, but hey, he destroyed Netscape, Stack
