Those are mere tools to a doc -- his primary means of
production are his service, his hours, his experience. A
doc does not take raw materials and crank them through
his "means of production" to complete a finished product.
His means is his brain, and his hands, and his time. You're
*owning* his time.
You are contolling the doc's means of production by telling
him what he can & can't charge. You *own* his means of
production.

Private insurance companies do the same, they only don't tell you.
Private insurance companies work on *voluntary* contracts
with the docs. The doc can *choose* to be a part of their
provider network, or not.
