The way to implement a LVT is to exempt structures from the property
tax. In my state they use a concept called use value tax as a
substitute for property tax to give farmers a lower tax on their land.
I think that the small farmers would be better off with a lower tax on
their residence and buildings compared to the large corporate farms
that are mostly pure land.
