Certainly, the majority of the courses were Economics, and I took a
comprehensive exam in Economics, and I could teach undergraduate
Economics.
But the transcripts and other documents just say "Master of Arts." I
asked the school and they said "thats how we do it." Is this normal?
Can I reasonably claim to have a Master of Arts in Economics? I
learned a lot from this program, but I need the credential.

Is this a serious question?
Your degree is a "Master of Arts"; your major was, presumably,
"Economics". Universities in the US rarely list your major on your
actual degree. This holds for undergraduate as well as graduate
degrees.
