It is not anything new that businesses that do badly come running to
Daddy State for de jure monopoly priveliges and taxpayer money to prop
up their businesses.

How about when Jesse Jackson hits up corporations for money, is that too
social insurance?

Yes, in a progressive meaning of the word "social" ;-)
