And he did that how? By force? Read some history.

And Caesar's family had got rich from the rules, which was what
allowed him to attain command of legions in the first place.

That is because Ceasar's family -made- the rules by which they got rich.

Garbage. They were just one of a score of wealthy, noble families who
were all privileged by the rules.
