No, they don't. They serve the purpose of attempting to impose theocracy
and Sharia law on the people of Somalia.

Note the difference between use of past and present tense.

They have no respect for life or liberty whatsoever.

That does not change that even if they don't they may be useful in
fulfilling their duties as keepers of the peace, or whatever they were
hired for.
