In the last few day its been in the news that the number of children
living in relative poverty (60% of medianincome) in the UK has risen

serious problem?
Are these children starving to death? Have they become a law enforcement
problem?
They will.
Poverty and to much disparity is guaranteed to generate violence.

else being rich a reason to become a theif (besides the obvious
opportunity)?
