It's possible but not very practical.
Most existing private charities have a non-secular bent, and there is
a need for secularity in an organization that will provide welfare to
the general population.
I'd say that managing state welfare could be privatized; but it would
have to be done in the same way as prisons, toll roads, and utilities.
The service-delivery organizations would be heavily regulated and
required to meet certain government-mandated requirements. The same
organization could also be a charitable organization that receives tax-
deductible private contributions. But large contributions could not
come with conditions for recipients which are not approved by the
legislative bodies that provide oversight.
