better times does not mean they are willing to give the land away for
free.

less than the hundreds (or thousand +) dollars that the poor receive from
the gov't.

Yes, and that's much less than the millions (or billions) of dollars
that the rich receive from the government in the form of rent
collection privileges, including land titles.

The rich get an order of magnitude more money from society for doing
nothing than the poor do (about 20% of GDP vs 2%), and are about an
order of magnitude fewer in number (1% of the population vs 10%). So
the averqage rich guy is getting about 100 times as much money for
doing nothing as the average poor one.
