Yes.
The right way to do that is to use it to decrease taxes that already are
leavied on such producers: income and sales taxes.
Ultimately, it's impossible to go beyond that, and furthermore unnecessary.
But as Andy F. pointed out, this is going about it the wrong way: the
right thing to do is to take the revenue and use it to cut taxes on
production, particularly income taxes and sales taxes.
My point is that the LVT should be applied fairly. Are you suggesting that
an _unfair_ LVT is ok if it offsets other unfair taxes?
Your conceptions of "unfair" and "LVT" are incoherent.
