A different sort of tariff

I know you will all think I'm nuts and that would be nothing new. But I
can't seem to get this idea out of my alleged mind: What if we put an
import duty on products coming into America that are made by American
companies or corporations where US financiers or stockholders own a
significant amount of the producing organization. Example "Nike". The
factories owned by Chinese IN CHINA pay no import tariff so long as they
actually do own the controlling interest and the IP rights. It is in my
little peanut brain that this resolves the outsourcing problem very
quickly. We would not be taxing the Chinese or the Japanese or the
Indians but rather taxing the Americans that like ripping off their
countrymen while they rip off the workers in these other countries. If
the Chinese can make shoes just as good or better than Nike and then write
"Mikee" on em then I'll buy em. What I am getting REEEEL sick of is the
wealth disparity created by the owners of IP rights here in the USA
getting rich while the rest of us are getting poor.
