Does water flow uphill in credit markets?

One of the surprising things about the subprime mortgage panic is the
number of countries involved. Why should other countries invest in
this country when we supposedly have plenty of credit and they are
relatively underdeveloped for lack of credit and capital? If
underevelopment is caused by lack of credit, why doesn't the US invest
there? Does money flow uphill in the credit markets?
