I'd apparently completely missed all this in 2003, or had forgotten.
I do not know that having an aggressive timetable is grounds
for suspicion or not. I also don't know how it works with
Cheney being a former Halliburton exec and an elected official,
WRT to Federal conflict of interest law.
Don't know that anybody is pursuing it, so it's probably a nonissue.
Of course it is a 'nonissue'.
