Can you help me identify who these might be?

I have a friend who was doing research on an environmental catastrophe
in Woburn, Mass. when he began coming under surveillance. He has no
criminal history or anything to warrant such surveillance. As he
researched through the microfilm, plainclothes men began looking over
his shoulder or parked behind him at a table or watching him from a
balcony above. When asked who they were or why they were observing
him, they did not answer. One day 2 such men began taking pictures of
him and then ran away.
Following this, men in suits began following him as well as
plainclothes men. The men in suits wore dark navy blue or black solid
or lightly pinstriped suits,white shirts, and pink/red/ other colors
standard ties. The men in suits were older, perhaps in mid-to late 50s
in age and the plainclothes ones a mix of younger and about the same
age. This was witnessed on several occasions by different people.
At the same time the man began getting concerns from friends that his
phone was being tampered with, as people answered when he was away(he
lived alone) or false messages that the phone was disconnected were
broadcast to incoming calls. Prospective employers reported similar
activity. the men appeared to act singly or jointly and appeared only
to be intimidating the man.
The man then became subject to IRS audits and levies(1 year owed
$200),missing money from his Fleet bank account (never was explained
by any rep at any time nor was credit made to the accounts. Fleet
actually bounced his checks, charged fees, then reported him to NCPS
after the money went missing). Checks paying creditors disappeared at
the Federal reserve level (confirmed by credit card company). This was
back in the late 1990s and still goes on periodically.
