On the CIA Factbook site, one can find, for each country, something
called 'Debt External'. I can't figure out what it really is? Here is

1 - if it's an 'external debt', it's funny to notice that the earth
has an 'external debt' of $54 trillion ... to whom ??? :)
2 - my country - Belgium - has a 'Debt External' of $1.3 trillion,
it's 4+ time it's GDP. The solution is not to run away to Switzerland,
it's worse there :)
My question is what is that 'Debt External' ?

From 'Notes and Definitions' at the same site:
"This entry gives the total public and private debt owed to nonresidents
repayable in foreign currency, goods, or services."
The figures only include debts, not assets. There's an unknown amount -
which could be more or less than $1.3 trillion - owed by foreigners to
people in Belgium.
