Does the federal government bully corporations for cooperation?

Has anyone considered whether the U.S. government and its agencies
bully companies into doing things by threat of award OR withdrawal of
contract funding?
For example, are certain major retailers being pressured to provide
labor productivity figures and as a result mistreat their workers to
make the numbers jive for political purposes?
