"Money" and the free market

Quick question... how do people (including me usually) who generally
believe in free markets and want government to be as limited as
possible reconcile this belief with the fact that "money" is largely
something fairly arbitrary (at least in what becomes money and the
amount produced/to produce), and is also generally developed by our
governments. Yes, at any point in time the people I suppose decide
how to value the money but the GOVERNMENT or some particular group
keeps the control over the supply, especially when the money is easy
to produce/destroy.
I just don't know how to think about money ... money just seems so
arbitrary
.
