You've got two separate problems here - One, how to generate a sequence of
pulses, and two, how to pulse the lasers themselves.
Just the pulses are pretty easy, but I don't think I'd try it with one
chip - you need some kind of oscillator (like a 555) with a fairly narrow
duty cycle, and either a shift register or counter/decoder; then AND
the sequenced output with the clock pulse (to get the dead time), or
if the decoder or shift register has an output enable of some kind,
you could gate its output.
To drive the laser, you'd use a transistor (or MOSFET) switch, but to
recommend anything here, we'd need to know more about the lasers.
