No. But you can run it off AC via a power supply.

so it can wave Santas arms or something like
that..... and would I need a rheostat as well?

The power supply will take care of that.

Keep in mind some of the wiper motors draw a couple of Amps. ... Read the tag on the motor and see how much current it will draw, then select a DC supply that can handle that with some to spare because you will be loading it. ...
