Have you considered light-storing phosphors? Strontium Aluminate
glow-in-the-dark paint can provide useful illumination for many hours
after sunset, and would be a good diffuse-lighting supplement to spot
LEDs.

I had a great jigsaw puzzle of the night sky (well, it showed the
constellations, anyway, circa 1990) and once connected and mounted on a
piece of cardboard, you could let it sit in ordinary light for a while,
then close all the curtains and it glowed. Also worked great if you used
a flash camera on it. Wish I could find it in the UK.

The strontium aluminate is an order of magnitude better than the old
zinc compounds... much brighter and with a much slower decay. It's
really amazing. The ideal 3rd world night-time illumination would be
something like this- entirely passive, long-lived, no maintanance.
Just put some sheets out in the sun during the day and take them in at
night.
