You appear to have things properly tied hi/lo except for one minor
detail. You need a proper power supply to run it. A pair of 10 Meg ohm
resistors does not fill the bill. A 7805 regulator on your battery
would do it but a line powered supply would be better yet. You're on
the right track but you need an engine.
