Sure, they read two channels; they read an input and a reference.
Then they display the ratio of those two channels, as a digital
number.
You'll want to rectify and amplify the small input signal to make full
use of the display range, before presenting it as a voltage reference.

multiple uses this kind of chip can be put to...

Huh. So tell me, where can I find more information on these chips?
Something that explains the data***, so that I can ultimately buy one,
hook it up and make use of it. Seriously, the pin connection diagram in the
NTE2051 data*** doesn't really tell me much. What are the OSC 1/2/3 pins
(pins 40/39/38 respectively) for? Why is there a "ref high" and a "ref low"
as well as an "in high" and an "in low" (pins 36/35 and pins 31/30)? etc,
etc.
