So, to recap:
Cygwin is a compiling tool
to build Windows programs from source code.

wine is a reverse-engineered set of Windows APIs
which run under Linux, callable at runtime.

Aside from providing cross-platform possibilities,
they are quite different.
Getting non-M$ stuff to run in a M$ environment
is more difficult than the inverse.
