Tool|Dimension|Move Datum should work (That's a v10.x sequence, but I
think it's the same in 9.x). You might try this on a blank board. I
have had corrupted .MAX files which cause unexpected behaviour in
Layout. Sometimes a conversion to an ASCII file and back to a .MAX
file helps.
