Try uPD455C (is there one digit missing?) or CD4555??? The second one
could be a uPD546C. Is it a 40-pin CPU or microcontroller? If so, then
I suspect it is ROMed - the 391 suffix would be the firmware ID.
BTW, are you sure these are Toshiba chips and not NEC?
