Looks not like an interlace problem, but a horizontal frequency problem?
In the old days the monitor would do 15625Hz horizontal, in THESE days with
(S)VGA the monitor would like 32 kHz (and may not even work on 15kHz).
You want a TV monitor, not a computer monitor?
Just guessing, because a horizontal folded picture would point that way.
Check what frequency the H and V pulses are.
