Texan bragging is a non-partisan activity. It is culturally slightly
different than the rest of the US (but so is the rest of the US WRT
other parts also.) Sometimes, the strongest 'Texas attitude' comes
from Democrats (Ann Richards.)

Worrying WRT 'partisanship' issues -- Texas is quite different, where
Bush was very able to develop very good relationships with SOME Texas
democrats (more open-mindedness in some ways), it was pre-ordained to
be totally impossible at the Federal level. Early in his presidency,
he even tried to create a truce with Teddy Kennedy, but was duped by
the masterful, cynical political. GWBs 'innocence' was proven to be
naive after dealing with the epitome of partisanship at the federal
level, even after RELATIVE bi-partisanship at the Texas level.

Like any 'intense' proclaimation, a person always takes a risk with
items like the postcard. However, it is probable that you are safe
with it. As a tolerant, open minded non-Texan, I see the Texas bragging
as being just a regional behavior, and not insulting or irritating.
(However, regional tolerance does vary between individuals.)
