No he said he would get the troups out.

Once its finished, the troups won't be needed so he can get the troups ot.
He has also said he will try to get others in so he can get the troups

No that is not what he ever said. He said that he was responcible for
atrocities. His feeling of guilt could have nothing to do with an actual
crime. He could feel guilty that he did not stop them.

At any rate, he is certainly not a war criminal.

Not many politicians are among the average either so by your logic no
politician can represent the population.
