What integrated circuit drives the LCD display? (There's several
different ways to drive an LCD and and easiest way of decoding the
driver signals for some of the multiplexed ones is to aim a camera at
it and feed that to a compter running OCR software). If it's one of
the 7106/7107 family of voltmeter chips, it's possible because Elektor
Electronics had a project that read out the display of one of them.
