If it's one of those solderless breadboards, make sure that everything is
actually connected. The crystal etc. might not actually be making proper
contact.
Someone I know breadboarded a PIC circuit and didn't bother using capacitors
on the crystal, there was enough stray capcitance for it to oscillate.
