First: Yes, in theory you could have power coming out of the escalator
motor. This would depend on the escalator being fairly efficient, even
with a lot of weight on the tread (and they're being claimed as fairly
inefficient in another thread). You could design your escalator to
harvest power this way, but chances are that with a real one the
friction would go up faster than the power input but you never know.
Second: In theory the meter could run backwards, but it would have to
be designed for it. It's more likely that it would simply not register
the power out, or that it would hang.
