 Likely? Guaranteed. Three poles in the feedback loop, no zeros.

 Startup opamp voltage regulator. Pole-zero loop compensation.
 Level shift with gate-voltage limit. Fold-back current limit.
 P-channel pass element, medium-large output capacitor.

 Opamp HV regulator designs are a bit awkward. A design based
 on a TL431 with cascode transistor or a zener plus transistor
 is more straightforward, as we've shown with several drawings
 within the last few years here on s.e.d.
