It wasn't a question of 'letting the terrorists win'. The British
opposition to the aims of the terrorists was eventually seen as
untenable in the light of previous undertakings regarding the creation
of an Israeli state.
A similar situation occurred in Cyprus. Initially the ENOSIS movement
was opposed, but at some point its support reached a proportion where it
could well be claimed that the legitimate aspirations of the population
were being denied. At that point, Britain had to recognize the Makarios
administration as legitimate.
